Power amp - Only one channel working

My friend gave me a LEM Procon 750 to take a look at because only one of the channels is working. I'm no electronics genius but I'm handy enough at repairs. I can't seem to find what is wrong. All 4 fuses are fine (tested with multimeter) and all the components look fine to me. I've attached some pics and circled two things that look a little off to me. If you think you can help let me know :Thumbs

Looks like some kind of heat shrink tubing that came off the green connection. Is that piece of plastic? on the bottom split in the middle so it could fall off?
