If I were to put 1 25 watt speaker & 1 75 watt speaker in a 2x12 cab would it be safe to use with my 100 watt head?

If both speakers are the same impedance, that would split the total power between the two, thus they would get 50W each. That might be a bit much for the 25W speaker.

no, your cab would be considered a 25 watt cab at that point.

It would actually be considered a 50 watt (handling) cab as the load is shared between the two drivers equally if they have the same impedance.
