scratchy pot on 1974X

I've got a 1974X - 18W combo and I have a scratchy intensity pot, but this pot scratch when I turn it even if the tremolo is off. Is it due to the amp design ? Is it normal that a pot remains scratchy when the effect is off (turn it off by the footswitch) ?
